Consumer stated that on 11/06/03 vehicle was involved in a head on collision in which he sustained injuries. When consumer's vehicle was hit head on consumer hit the post of the windshield, bounced back and was thrown forward. He hit head on the windshield. The seat belt never held him. Consumer sustained seat belt burns across the collar bone. About 2 years ago shoulder belts were repaired due to a recall.
Consumer's vehicle was having the very same problem as mentioned in recall 00v117000. He contacted the dealer and the manufacturer, and was told that there was no recall. The two front seat belts frequently began jammed in the shoulder belt retractor. This not only happen while initially buckling the belt but also occurred while driving leaving slack in the belt.
I brought the recall print out from the NHTSA # 00v117000 and the dealer said gm doesn't list my vehicle, but when you run the VIN my vehicle is included in the recall. This is a violation of the seat belt law in michigan not to wear a seat belt. I need your help!.
Driver's side seatbelt does not retract. Problem has been reported to dealers, and they cannot correct problem. Owner is very concerned for safety.
Front shoulder belt (passenger side) became stuck. Took vehicle for repair to a personal mechanic and told consumer that a public safety campaign was released. Mechanic recommended to take vehicle to an authorized dealer.

Rear seat belts failed to retract after being used. Would have a lot of slack after pulling out to be used. Had taken vehicle for repairs of both front and rear belts. Mechanic repaired front belts and not rear. Indicated excessive mileage on vehicle for rear belts to be repaired.
