general problems of the 2000 Buick Regal

I no longer own this vehicle and I keep getting notices for a recall. How do I make this stop?.

Tl- the contact owns a 2000 Buick Regal. The contact received notification of nhsta campaign number :15v701000(engine and engine cooling)however, the part to do the repair was unavailable. The contact stated that the manufacturer exceeded a reasonable amount of time for the recall repair. The manufacturer was notified of the failure. The vehicle had not experienced a failure. I had stopped at store on way home from work. When I came out of store I noticed smoke coming from under the hood of my car. I popped the hood and saw my engine on fire and proceeded to try and put the fire out. I took my jacket off and started hitting the engine and this burned up my jacket and scorched my hand. An employee from the store came out with a fire extinguisher and put out the fire. The fire department was called but fire was out before they got there. It burned up the entire top and sides of my engine. Their was a recall that would have stopped this but I did not receive it.
