While attempting to put child back in safety seat pulled seat belt to secure css, and the seat belt would not unlock/release.

Driver's side seat belt latch fell off end of the safety belt, which left occupant without any restrain. ; dealer notified, and informed consumerthat nothing could be done. That part was not covered under a manufacturer's recall, and any repairs would be at consumer's cost. Please feel free to provide any further details on this matter.
