Two problems related to carrier/rack have been reported for the 2001 Chevrolet Blazer. The most recently reported issues are listed below.
Equipment carrier spare tire doesn't stay locked, and spare tire falls out. Contacted dealer.
Spare tire restraint failed to remain locked while driving over bumps or holes. Arm would swing open and out into incoming traffic with tire still attached, also the vehicle fishtails at very low speeds while driving in snowy weather.
