Air Conditioner problems of the 2004 Chevrolet Silverado 1500

2004 Chevrolet silverado. The a/c blower stopped working, I took it to the dealer they said it wasn't covered under the vehicle warranty, the cost was over $400. 00 for repair. The blower mostly worked on lower speeds so we did not pay for the repair. Two years later the blower stopped working all together again. I inspected the blower and wiring harnesses my self to find the wiring had gotten so hot it was smoking and melting the harness connector and protective insulation around the wires leaving exposed wires and melting plastic that was surrounded by foam (flammable) insulation. Why this is not recalled I don't understand, is this not considered a fire hazard? the vehicle now sits until I speak with the dealer who most likely will say again it is not covered by warranty which has now expired anyway. This is my wife's vehicle that she also carries my 2 year old son around in. So the vehicle now sits until we one way or another have the problem solved. In reading the other recalls on this make and model, I believe there may be a lemon law, or at least a fire safety warning of some kind with these vehicles.
