Contacted Chrysler and the local dealership but the only solution seems for me to pay to fix it again. I have been driving cars for almost 30 years and have never had a seat belt problem. I mean, seat belts aren't supposed to break - your life depends on them. This problem occurred in August 2004 and again in August 2009.
