Air Brake Antilock problem #1

Shortly after getting the van we had it in the shop for brake surging, in the shop twice for this. Then a couple times after that during services we complained again. Then at some low mileage of about 26,000 we had to get a complete brake job, then again at 50,??? . When I asked the service rep. If there was a problem with the rotor and drums heating up and warping and he said he could not say. I believe there may have been incomplete testing of the components or below standards materials utilized.

Noise in the brakes, checked several times, rear brakes grewl, replace rear brake shoe and wheel cylinder or installed new springs and bleed brakes.
