The rider could inadvertently position the fuel shutoff such that the vehicle would not start. This constitutes a non-compliance to federal motor vehicle safety standard no. 123, "motorcycle controls and displays".
How to Fix:
The manual shutoff valve will be reinstalled and labeled.
