Plastic hood insulation clip(s) was(were) inadvertently dropped into the hose between the charge air cooler and the throttle housing which can interfere with the throttle operation.
How to Fix:
Check for insulation clips in the hose between the charge air cooler and the throttle housing, and remove if found.
