At the smog place in CA, the mechanic showed me that the VIN could not be read through the windshield because the "defect" is that the foam rubber between the windshield and dash has separated covering the metal label of the VIN number. He used a long thin tool like a knitting needle to push the foam out of the way to view the VIN number.
