One problem related to front seat belt buckle assembly has been reported for the 1999 Dodge Neon. The most recently reported issues are listed below.
The buckle assembly failed. In detail, the buckle half that is attached on the belt itself (not the seat) fell apart. Specifically, the small plastic pieces that maintain tension on the belt when the belt is pulled tight through it broke out of that half of the buckle. If an individual not sits in the rear seat and fastens the belt, he/she can not pull the belt tight, as it has no feature to maintain the tension. This affect both left and right belt assemblies. The dealer excludes coverage under the clean air act of 1990. Why? this is a major safety concern as it failed during normal operation.
