2000-2005 Ford Excursion manufactured with no center position shoulder harness or 3rd seat head restraint. Ford should offer retrofit kit to update vehicle.
Consumer states that front seat belt on the passenger's side is stuck in the open position. Seat belt will not lock. As a result passenger is not properly restrained.
Consumer states vehicle is supposed to be equipped with a child safety seat tether system for the 3rd seat, as stated in the owners manual consumer was advised that vehicle does not have a 3rd row tether.
