Parking Brake problem

Excessive ice build up (during winter months) under drivers side floor board. As ice releases, up to 15 lbs. Of ice will hang up cause tension on e-brake cable, vehicle will slide out in some cornering and premature rear pad wear. Rear drives side brake failed @ 67k. Passenger side @ 40%, front @50-60%. No hauling. Have knocked ice build up off numerous times.
