Two problems related to electrical failure have been reported for the 1999 Ford Explorer. The most recently reported issues are listed below.
Vehicle had 4 electrical system failures. The battery was replaced four times under warranty. Also when the vehicle is hot, the transmission does not shift positively from low to intermediate.
On four occasions the electrical system failed causing the windshield wipers & windows inoperable, on one incident the windshield wipers failed almost resulting in collision in bad weather condition.
