Other Fuel System Tank Filling/charging problems of the 2000 Ford Mustang

I went to fill up my car (gas) and I smelled more gas than what I would consider normal. I looked on the ground under the car and there was a pool of gas, and it was leaking as I was filling. I stopped filling the tank and asked the attendant for something to clean up the gas. When I got the car home, I looked underneath and upon close inspection found the filler neck was where the problem was. There is a piece of plastic surrounding the filler neck, which holds moisture and rusts the metal filler neck. This is the same problem I had with another car I owned!!! same year. I asked several people I know who own Mustangs, and each and every one of them had to have the same part replaced!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! if you search online, there are tons of articles and complaints about Mustangs from 99-2004 with the same problem. ! this is so dangerous, how come this hasn't been recalled?.
