Side/window Air Bag problems of the 2005 Honda Civic Hybrid

The contact owns a 2005 Honda Civic Hybrid. The contact stated while driving 15-20 mph, another vehicle crashed into him at a head-on angle from the passenger side front wheel. The side air bags did not deploy but the driver and passenger air bags did. The driver was severely injured and two people in the other vehicle were moderately injured. The vehicle was destroyed.
