Tire Tread/belt Problems of Honda CRX

Insured stated while traveling on the hwy her rt rear tire blew and caused her to lose control of iv. The tire shreds hit the rear bumper and tore it off or partially off. The iv then spun across traffic and hit the median with left rear end. Claims adjuster looked at the photos of the tire, and it does not seem like a normal blow out. The tread appears to have just fallen off the tire. What tread was left on tire is in good shape. So we are not looking at lack of care on insured's part. Insd has the physical tire in her possession.

The Honda dealer repaired my firestone tire with a plug. Later the repair did not hold. I took it to the firestone store and he said a plug was an incorrect and unsafe way to repair the tire. I then took it to a goodyear store and he told me the same thing. I returned to the Honda dealer and told him my situation; whereupon he said the tire people were trying to sell more tires and everyone knows plug repairs are the most efficeint way to repair a puncture by a nail. Can you comment on the Honda dealer's remarks? are there any regulations by the NHTSA about repairs to a tire with a plug? your attention to this question is greatly appreciated. Harold v. Webb.
