The driver's shoulder harness locks up and will not extend so it can be put on. We are told this is normal for and english car and to drive without the shoulder harness. The retractor locks up when the belt is in stow and can not be released. Retractor replaced once and issue continues. Also when in an accident the shoulder harness retractor did not lock and failed to restrain. The entire assembly has been replaced with no improvement. Cw.
