Electronic Stability Control problem #1

I've tried passing smog now for 5 months and I keep gettting ob11 not ready. I've had my car looked at and serviced by two mech to run diagnostics - nothing comes up. I take meticulous care and have full records of my service records. I'm at a loss and although I've paid my registration - I cannot get current tags. I don't know what to do.

Electronic Stability Control problem #2

Notification code p64 is not being resolved in a reasonable time period. We have called the dealer/service center that sold us the car; autopark Chrysler Jeep 400 auto park boulevard cary, nc 27511; many times over the last 3 months only to be told they don't have the part and are not sure when they will get the part. This is not acceptable if the defective part creates an steering issue with the car that results in loss of control, a wreak, injury, or death (esc)! this is not a recall for a piece of interior trim!!! it is a recall of a vital system of the car. . . The steering and brake system!.
