Air Bag On-off Switch problems of the 2000 Jeep Wrangler

Consumer was driving at approximately 40 to 45 mph when a 1983 Ford, f150 backed out into roadway in front of consumer's vehicle. Consumer had no opportunity to slow vehicle down before it impacted on other vehicle. Passenger's air bag had an on/off switch installed in it due to a child seat, and it was turned off during this incident. However, driver's air bag failed to deploy. Insurance company has examined vehicle, but has not provided any information to consumer about cause of defect. Please provide any additional information/attachments.
