Service Brakes problem #1

Ii am concerned about the amount of time it has taken for my vehicle to be evaluated for potential braking problems. My inquiry pertains to an existing recall (19v-904). I received a second letter from Lincoln yesterday regarding this matter that states that the parts will be available during the first quarter of 2021! considering that the recall was issued in December of 2019, why is this taking so long, especially because it involves potentially longer braking distance needed to bring the car to a stop? I find this delay to be unacceptable.

When I attempted to brake my brakes just kind of sputtered forward and I was unable to stop in time to avoid hitting the back of the car in front of me. There was no damage to my vehicle but the other party did report minor damages to their vehicle which I was forced to pay for.
