Rotors have been replaced three times with 38,000 miles on vehicle. Brakes get wet and they squeal. Dealer contacted, and stated the problem was normal. Speedometer rpm will go way up when driving and car is warm. Dealer stated this problem was normal. Please provide more information.

Driving vehicle, when applying brakes vehicle would fishtail for no reason; would also make groaning noise; happens at various speeds. A lot of vibrations would occur in the steering column at same time; took to dealer & mechanic could not find problem; went through autocap in order for a rep. To check vehicle.
When driving 10 mph and upon depressing the brake pedal, pedal became very hard and would not move, causing it to continue moving forward, resulting in an accident. Also, in a separate incident when backing into a parking space and when applying the brake pedal, pedal was very hard.
