Seat Belt Problems of Mitsubishi Montero Sport

I rear-ended an SUV going about 30-35 mph and my airbags failed to deploy and my seatbelt failed to catch, throwing my upper body forward into the steering wheel. The police at the scene of the accident said they could not believe my airbags did not deploy with the amount of damage to the front end of my vehicle.

I went to put a child's safety seats into car and the seatbelt would not lock in place at all. When I bought car I told dealership that the seat belt didn't work and they said the would check that did not check seatbelt still does not work. I call Mitsubishi and they said that the seatbelts were out of their time frame for replacement and that there was nothing they could do to help me. All back seat seatbelt do not work in manner they are to and would like something done. Car is a Mitsubishi 2000 montero limited sport.
