When starting the car, the park light flashes on the dashboard and the electronic parking brake will not disengage. The brake will also not disengage if you switch into gear and try to start driving like it would if the electronics were working properly. There is a start error message displayed on the dashboard as well when the car is started: I had to turn the car off and on dozens of times before it resolved. A google search revealed this is happening to a lot of owners of the ‘23 Rogues. One person needed a chip replaced. Others said the only way they could get the car to move was turning the car on and off, sometimes taking hours. I was stranded without being able to drive away.
