One problem related to air bag not deploy has been reported for the 1996 Saturn SL. The most recently reported issues are listed below.
Driving at approximately 20-25 mph consumer rear ended vehicle in front, dual airbags did not deploy which could have resulted in injuries. Seat belts were worn at at the time. Owner's manual states that airbag should deploy at 15 mph . Manufacturer will send some one to inspect vehicle.
