One problem related to tail light switch has been reported for the 1998 Toyota 4Runner. The most recently reported issues are listed below.
1998 Toyota 2wd 4runner, driver side rear tail light doesn't function properly. Light comes on when braking, but not when running. Installing new bulbs doesn't solve the problem.
