Charcoal canister vacuum switching valve was gone bad and stuck in position 1. This happened to most of the Corolla. I have read on internet about Toyota fixing this problem to few of the customers as goodwill. I had to pay around $500 to get it fixed. If this was a known design flaw it has to be fixed by Toyota. My car hardly has 58,000 miles on it and I had done every bit of maintenance defined in the Corolla manual.
