1 Brake Disc Pads problem

2006 Toyota Corolla makes a pulsating screeching noise when brakes are applied over a bump, uneven surface, puddle of water or patch of ice even if only one to two tires are on said surface. Even when car was new, brakes would screech occasionally as if pads needed replacing. I was told by dealer that it is normal for that car. Based on that information, I did not have brakes checked again for quite some time when they were making a scrubbing sound. By then rotors needed to be replaced. Two months later, screeching started again accompanied by scrubbing noise.
