Air Bag Not Deploy problems of the 2016 Toyota Highlander

Tl- the contact owns a 2016 Toyota Highlander. The contact stated that while driving approximately 20 mph the brakes malfunctioned causing the vehicle to crash into the rear of a 2nd vehicle. While pressing the brake pedal the vehicle would not stop. The vehicle sustain significant damage to the front end but the air bags did not deploy. The front passenger sustained an injured chest. A police report was taken at the scene. The vehicle was towed from the scene. The cause of the failure was not diagnosed or repaired. The local dealer kenny kent Toyota of evansville, in was notified of the failure but the manufacturer was not. The failure mileage was 6600. Jft.
