Warning Light On Problems of BMW 528

I have a warning light on during driving "passenger restraint system" malfunctions". BMW states there is a 10yr "warranty" (recall) on this issue but my VIN does fall in the series of VIN's . My year 2010 is not covered, yet I have the same issue many others have and I have to pay out of pocket for since this kills my resale value. BMW should have to replace and or fix all safety issue period.

Driver restraint /airbag system warning light on to no apparent reason. Dealer states that the car must have been in accident ，but only a minor scuff on the rear number was observed. Dealer stated the minor scuff has caused the system lights to stay on and will not cover the cost under the warrantee . Car engine on ，light remains on when stopped and moving.
