Side/rear Glass problems of the 1998 Buick Park Avenue

Whenever temperature is below 40 degrees the windshield and windows will automatically fog up. This is a frequent occurrence. The service manager told consumer to lower the windows for clear visibility. Buick says it is not a problem because can use the wipers and defogger.
