Front Seat Belt Retractor problems of the 2001 Cadillac Deville

The front passenger seat belt failed to lock in my 2001 Cadillac Deville when I hit brakes suddenly my daughter hit the dash and the seat belt did not retract. I called Cadillac and the told me that there was no recall on this items which I find hard to believe. Maybe I should file suit before someone gets killed.

The dealer stated they never received instructions or parts for the seat belt recall 02 v 227 000.

Dealership refused to honor recall until the manufacturer sent an investigator to inspect the vehicle. Prior to the recall, vehicle was in an accident and seat belts did not retract, resulting in serious injuries to the passenger. . . . .

The vehicle was involved in a frontal collision and both driver/passenger side seat belts broke into pieces upon impact. This resulted in the driver/passenger impacting the steering wheel and dashboard. The vehicle was totaled.
