The contact owns a 2020 Chevrolet Bolt Ev. The contact received notification of NHTSA campaign number: 21v650000 (electrical system) however, the part to do the recall repair was not yet available. The local dealer was contacted. The contact stated that the high-beam headlights activated independently while driving. Additionally, the contact stated that the front driver's side seat heater would engage independently while driving. There was no warning light illuminated. The contact stated that the failure was intermittent. The contact veered to the side of the road, turned off, and restarted the vehicle in order to disengage the high-beam headlights and seat heater because the vehicle failed to respond while attempting to disengage the features manually. The vehicle was taken to the dealer who informed the contact that they could not duplicate the failure. The vehicle was not repaired. The contact stated that the manufacturer had exceeded a reasonable amount of time for the recall repair. The manufacturer was not made aware of the failure. The hid lights are unsafe. The glare is harsh in eyes of oncoming vehicles and pedestrians. The hid headlights cast a defined box of light beyond which all is dark; therefore, animals, people, dips and curves in the road, and other vehicles outside the box of light are invisible. These should be outlawed.
