While driving, my car will just suddenly cut off and this occurs whether stopped at the light or while pressing the accelerator. The volt light comes on and the car just cuts off and the steering wheel locks up. My local Chevrolet dealer (youman's Chevrolet, macon, GA) tried to find out what was the problem by running diagnostics, but could never determine the cause. Since the problem continued to occur, and wondering if the problem could be due to the age of the car, I parked the car and purchased another car in may, 2013. The car is still parked in my yard. I decided to report this because this seems to be the same thing that is happening to the other gm cars but my model is not part of the recall. I know that there are many 1999 Luminas still being driven and you need to know that this has happened.
I was driving my husband's 1999 Lumina. I stopped at an intersection to wait to make a left turn. The light changed I proceeded into the intersection, I turned the steering wheel, however the car proceeded straight. The tires would not turn, however the steering wheel turned freely but the tires would not turn. I had to have the car towed to a mechanic. After he examined the car it was determined that the welds that hold the support struture to the frame had failed. I had to have the original welds redone costing me $ 400. 00 then another $ 300. 00 to have the engine re-aligned. If this had occured on a highway that we often travel we would have died as that road has sharp curves and no shoulers only deep canyons to fall into.
Temporary loss of steering. On 4 occasions within the past 2 weeks I had recently left my residence and was making either a left or right turn. At the start of the turn I could not steer the car. It was as if something was broken, I did hear a squeal. I was able to return home (about 2 blocks) and again checked the power steering fluid and the serpentine belt. The fluid was correct and the belt is about 8 months old. For the recall #03v527000 in 2003 I did go to the Chevrolet dealer in ft. Myers and they checked the vehicle and told me that the car was ok.
My husband was driving to work when an elk ran out infront of him. He swerved left to avoid the elk, the car or wheels or steering wheel locked up and the car was thrown to the right causing it to roll 4 to 5 times.
Subframe washers rust and fail which caused in this case the steering rack to disconnect . I have been auto tech for 25 years and have seen many makes have very concerning safety problems . The NHTSA has failed in my eyes . The state I live in uses salt so the problems show up faster here in rust and cold related problems . My personal vehicle has 4 items that I truly believe should be recalled but are not . 1 of them makes my driver airbag inop . Thanks for your time and any help I can be please contact.

98 Chevrolet Lumina steering won"t turn to the left without jerking ,sometimes it is easy and others it"s like the power steering won"t work but turns easy to the right.
When a left turn was made, the vehicle became difficult to steer. (the steering wheel had become stiff) an independent mechanic was unable to find the cause of the problem. The consumer stated the problem usually happened at low speeds.
While making a left hand turn vehicle suddenly lost all power temporarily. Took vehicle dealership, but problem was not resolved.
I own a 1997 Chevrolet Lumina. The steering mechanism has a sporadic problem which makes it extremely difficult to turn the steering wheel at low speeds. Many times I have had to panic brake in order to stop the vehicle because it won't turn quickly enough to avoid other objects. This has been going on since I bought the car (may 1997). I've returned it to the local gm dealer who tells me there is nothing wrong with it. Gm sent me a letter in January of 2003 saying that my model was being recalled and I would receive another letter. No other communication arrived. When I checked at the gm dealer and on the gm recall web site, it reported that my model was not affected. I read in the newspaper today that NHTSA is conducting an investigation into steering issues involving this vehicle. I can assure you that my car has those issues and gm has been unwilling to do anything about it.
Loss of left steering.
While driving approximately 40 mph the steering wheel would became difficult to turn in either direction. The vehicle was taken to the dealer and the mechanic indicated that the cause was unknown. The problem has not been resolved.

Consumer states while driving on flat surface and with no warning steering wheel locked up, causing a vehicle accident. Dealer notified.
Steering locks up and turns hard to the left.
I have a 1997 Chevrolet Lumina that my steering is locking up when turning left only, I have contacted Chevrolet and they indicate there is not a recall but reading your web site a notice was posted that gm will recall 1. 5 million vehicles for a steering problem campaign id02v286000, but gm will not pay for any repairs because it is not a problem according to them. I have almost gotten in several accidents due to this problem and can not drive my car today.
1997 Chevrolet Lumina , steering locks up when turning left .
1997 Chevrolet Lumina steering problem. I saw that there was a recall of this vehicle, but I have not been notified.
When making only a left turn, vehicle looses power steering. As a result steering becomes difficult. There is recall for this issue, but the VIN # is outside the remedy scope.
The steering wheel was difficult to turn.
I have a chev lumnia 1998 which I purchaused new. I have always notice the steering to be very "tight/stif to turn. The dealer said it was ok and had no recall. Also the horn won't hardly blow. . .
Steering locked-up making a left turn on several occasions, the last of which when my wife and 3 kids were in the car. Lock-up even occured to the gm service man when he dropped me off at work before completing the repair. Gm claims that it is a part that must have been worn out since the warranty is expired due to years. Only 36,000 miles on this vehicle, even the cavalier steering racks last the life of the car. This is a defective part that gm needs to fix. Nlm.
Steering.
Problems with steering on 1998 Chevrolet Lumina. The vehicle steering became difficult at low speeds, particularly on left turns such as entering a parking space or parallel parking. The consumer researched the NHTSA website and found a recall 03v527000 that seemed to describe the problem the vehicle was experienced. The consumer contacted the dealer and informed him of the recall. When the realer checked the recall he told the consumer that the vehicle was not included due to VIN.
When turning the steering wheel to the left, it will make a noise. There's a recall, but the VIN was not included. Ts the dealer stated that others have experienced the same problem but their not going to cover the repair. Scc.
Vehicle was missing the steering shaft seal. Shaft seal was missing after a recall repair was performed on the consumer's vehicle. Also, consumer said that no prior repair was done that could have took off the missing steering shaft seal. Component was installed on the vehicle. Consumer felt that part wasn't present in the vehicle when it was assembled. Called general motors (gm) but has no answer.
