Tire Tread/belt problems of the 1999 Chevrolet Malibu

While traveling on the highway without prior warning heard a popping noise. The right front tire tread separated from the wheel. The tire was a firestone p20585r15. Dealer was aware of the problem.

The right front tire experienced tread separation. The vehicle had become hard to handle and get off of the road. Also, the tire had split from the rim to tread. (tire model/touring) scc.

The tires are coming apart in different areas of the threads. I have owned several vehicles and never had this kind of a problem with tires before. Are they on the recall list? the first flat tire was the left rear, I'm not sure if the tire # is the same as the one I listed for the most recent flat on the right front. Pe00 020; both front tires were showing tread separation, and there were air still in the tires. Firestone, p2215/60r15, there wasn't an accident. They were affinity tires.
