Air Bag Not Deploy problems of the 2014 Chrysler 300

Tl- the contact owns a 2014 Chrysler 300. The contact stated that while driving approximately 45 mph the vehicle crashed into the rear of a second vehicle. During the crash the vehicle sustained severe front end damage but the air bags did not deploy. The driver sustained neck, back and chest injuries which required medical treatment. There is a recall on this car but Chrysler will not cover repairs be cause it was in an accident car is in very good condition. It is a rebuilt salvage and the registration is in CT. I think they are responsible for repairs because air bag was never deployed on pass side. Far right front and undercarriage on lncident report only. Also control modules for cruise control will not allow you to turn it off short circuit in vehicle wiring . If a rebuilt salvage can be sold to me by a dealer that is unsafe why can't Chrysler stand behind there recalls. Oh the car is in very good condition an I love it. Can you help me please.
