Slow driving 25mph thru 1-4" standing water causes steering wheel to become extremely unresponsive & hard to turn.

There is a popping or clunking noise that comes from within steering column while vehicle is in operation or stopping. Noise occurs on a random basis and dealership cannot not determine cause of noise. There is a TSB, bulletin number: 190999 for this problem.

While driving in the phoenix area making a normal left turn at a street intersection, suddenly my steering wheel jammed, so that I was unable to straighten up at the end of the turn and had to brake sharply and stop, else hit cars on the left waiting for their light! in the few seconds of this process I felt a "clicking-grinding" of what sounded like broken plastic inside the steering column housing. Had I been in heavy traffic or other circumstances, the defective part and jammed steering would have caused a serious accident with injuries or fatalities. Inspection showed a broken white nylon or plastic piece in the named turn-signal switch module, requiring replacement of the module. Part.
There is a popping noise in the steering column, vehicle has been to dealer three times for this problem. Nlm.
Intermittently while turning, steering wheel locked up for less than a minute which could have caused a crash. Dealer has not been contacted.
Was traveling about 10mph & making a left turn. Heard loud creaking noises from steering column. Took to dealer at least 4 different times. Vehicle under warrnaty & dealer refused to look at it or repair vehicle.

Front tires out of round. Also replaced steering column.
Steering wheel locke dup three times when going through puddle, almost hit other vehicles approaching it. Also, engine belt slipped/replaced.
Once vehicle was in park steering wheel did not lock. Consumer took the vehicle to the dealer. However, dealer did not resolve the problem.
