Bumper Problems of Dodge Intrepid

Front bumper has a long black plastic piece that hangs further down. Plastic piece scrapes, drags or gets caught on pavement and concrete parking barriers. Also, part would have been disregarded if a service technician at dealer didn't mention that part was required for cooling system. Part partially broken off and tied with a string. Please provide more information.

Body panels/bumper panels pop loose or work their way loose, back passenger side bumper panel mainly. Paint is wearing and chipping badly at the front vehicle bumper panel. Late model vehicle, kept well in bay area, California enviornment already needs paint job. This does not seem right.
