9 Seat Belt problem

Seatbelt will "lock up" when brake is applied under normal driving. This proposes a hazard as this occurs as merging into traffric onto highway. Brake is applied and you lean forward to look for oncoming traffric and have to hold shoulder portion away manually from body in order to lean forward. Took truck to dealer and was told that this was a "common complaint" but was supposed to be this way. This is a very inconvienant situation, and at times I feel dangerous, also.
