Emergency brake failed on incline. Car was running, in neutral (5 speed) for up to 10 minutes before car began to roll. Unfortunately, it rolled into the lake. I was towing a jetski, and retrieving it from the boat ramp.

When driving 20-25 mph and upon depressing brake pedal to make a normal stop brakes locked up, causing vehicle to go into a skid, let up on brakes. Throttle was sticking causing engine to race, resulting in an accident. Vehicle was placed in neutral in order to stop. Please provide any further details.
