One problem related to transmission not engage has been reported for the 1999 Honda Civic. The most recently reported issues are listed below.
Transmission would disengage and/or freeze into first gear. This would happen at speeds anywhere from 1mph to 25mph. The first time that it happened the dealership confirmed the problem but after being hooked to computer the problem diappeared and could not be repeated. The vehicle was returned to us and on the repair form it said that customer will drive and monitor. 3 months later the same thing. My wife had he son in the car and luckey enough they were on a side street and not pulling out into traffic.
