1 Brake Grinding Noise problem

Please note the date is an estimate---the occurrences have been multiple. Vehicle: Honda year: 2007 model: Civic: lx upon braking of a bumpy road, there is a grinding noise at the front tires and the vehicles stops, but then slides forward. This also happens when decelerating downhill on wet surface and on roads being repaired where there is uneven pavement. The vehicle has been taken to dealer and was informed, "there is no problem. " no repairs were made. This problem has been ongoing since the vehicle had less that 10k miles. Vehicle still only has ~36k miles. Safety concern: at highway speeds, vehicle will not stop as expected and since the problem is intermittent, may not be recognized by the driver(s).
