Steering Column problems of the 2009 Mercury Grand Marquis

I am writing to you concerning a letter I recently received from the Ford motor company concerning safety recall number 13s08 / NHTSA recall 13v385 – steering column shaft for my 2009 Grand Marquis, vehicle id#xxxxx. . I received the first notice of this recall October 2013. I called rich Ford located at 8601 lomas blvd ne, albuquerque, nm 87112, phone number (505) 292-0000 on November 1, 2013 to make an appointment on November 5, 2013, to have the work done. On November 4th, I received a call asking if I drove the car in michigan. Told her I bought the car used and did not know its history. I was advised by rich Ford that the recall did not apply to my car because we did not live in a high corrosion area. After receiving this phone call, I contacted Ford motor company by email on November 4th concerning my conversation with rich Ford. I received a reply to my email from teena a representative of the Ford customer relationship center (crc) who instructed me to contact service advisor alison at rich Ford to arrange for my vehicle to be inspected. I contacted rich Ford and took my vehicle in for the repairs. I was told it would be 2 to 3 days to have the work done. About 4 hours later I received a call from rich Ford informing me that the work had been performed. A year later, I received another letter from Ford motor company informing me that I needed to get the recall work performed. I went into rich Ford to discuss this, and they told me that the work had been performed. Last month I again received a letter from the Ford motor company saying that I needed to have the safety recall work performed. I went to the national highway transportation safety administration and performed a search on my vehicles VIN and the result was a recall still being open for this repair. Is Ford motor company responsible for having this recall competed or not?.
