Other Fuel System Tank Filling/charging Problems of Mercury Sable

I have a 2003 Mercury Sable wagon VIN 1mehm59s43a628813. It's suppose to have an 18 gallon gas tank. I can never get more than 13 gallons in and the guage never shows full. The dealer had the car 4 days but did nothing. I can travel 220-230 miles before having to refill. I fill up when the low tank light comes on. They say they are looking into the situation. This is a dangerous situation as on the open road a gas station may not be available leaving a driver standed in unsafe areas. I brought this to their attention within several weeks of purchase which was 7/30/03 and a number of times since. This is hazardous.

Turned vehicle off to fill it with fuel. Turned it off & then on without starting. Was unable to shift vehicle into neutral to be moved. Contacted dealer & was informed how to shift when on but not running.

Consumer received NHTSA recall 04v105000 concerning air filter paper/fire. Consumer took the vehicle to the dealer for recall repairs. A week later, while opening the hood, the consumer smelled burning plastic. Vehicle was taken back to the dealer for inspection, and mechanic was not able to duplicate the problem.
