Tank Assembly Problems of Subaru Legacy

The contact owns a 2011 Subaru Legacy. The contact stated that while driving at various speeds, the vehicle lost power, the brakes seized and all of the warning lights illuminated. The vehicle was later towed to the dealer where they advised that he had used bad gasoline fuel in the tank. The vehicle was not repaired. My fuel filler rusted off @ the fuel tank causing it to leak on the ground when the tank is nearly full. I have read other complaints about this problem. It's a big job for a diy. You need to drop the rear differential , drive shaft , muffler , etc. . Is this something Subaru covers cost wise?.

While stopping vehicle heard gas splashing violently in the tank, there were no baffles in the tank that would contain the fuel for splashing while driving. Owner is very concerned for his safety in case of a severe impact to the vehicle as may happen in atraffic accident.
