Seat Belt problem

The contact owns a 2013 Toyota 4runner. The contact stated that the rear driver side seat belt seized and trapped the child. The more she tried to un-latch the seat belt the tighter it became causing a great deal of pain to the child. After a considerable amount of time, she decided to cut the seat belt and the child escaped. A dealer was notified but stated because the vehicle was not purchased at that location they could not assist. The manufacturer was notified and stated they would send someone to investigate in 2-3 days but 3 weeks later, she had still not heard from the representative. The vehicle had not been repaired. The failure and current mileage was 2,300.
