Headlights Problems of Toyota 4Runner

The 4runner's electrical system shuts down completely while driving; as if someone was suddently turned the car off while driving then turned it back on. All dash lights, instrumentation, headlights, radio, etc. . . Shut down and then it restarts automatically shortly thereafter. This happens multiple times daily. It occurs both while the car is in park or reverse or driving usually below 555mph since much of my commute is city vs. Highway. It started with the radio head unit only then the issue has progressed to the entire electrical system. This should be investigated as this is a major safety issue and could lead to injury.

Fail state car inspection due to illegal installation of headlights by a company doing business in the city of chesapeake. Premier sound who installed a $400. 00 plus headlights on my 97 Toyota 4runner did not tell me that this headlights would not pass state inspection. Now to replace the harness on this vehicle in order to pass the state inspection would cost me $900. 00 plus . Is this something that the state would regulate and say you must tell the customer that what I'm installing in your vehicle is illegal? this kind of people are dead on the money to rip you off by not telling you that this is not legal. Premier sound is just in my neighborhood, ain't that something. What can I do now. The law must be change to make them honest to the community they do business with. The contact owns a 2007 Toyota 4runner. While approximately 30 mph with the low beam headlights activated, the headlights failed to illuminate within 20 feet of the road. The high beam headlights were engaged in order to continue driving. The failure recurred while driving at any given speed at night. The vehicle was taken to an authorized dealer who was unable to detect a problem. The manufacturer was notified of the problem. The approximate failure mileage was 20,000.

Dash lights are on all the time making it hard to know if you headlights are on or not. Have driven several times at night in lighted areas thinking my headlights were on when indeed they were not.
