I started the car, placed the car in drive gear and idled through the parking lot traffic to the intersection but the car would not accelerate through the intersection though the condition restored after I pulled over and turned off the ignition and restarted it. Then the accelerator functioned normally. Had a semi truck been coming along, I would not be here to write you this letter.

4 Vehicle Speed Control problem

Failure Date: 04/05/2011

Throttle control malfunction NHTSA defect investigation #ea05021 Volvo V70xc 2001 placed into service on June 19, 2001. The car displays all symptoms of etm failure as described in the numerous online forums regarding this subject. The car lunges forward with my foot on the brake, lunges forward while slowing down and idles erratically as if I were applying the gas pedal over and over. I believe dyer and dyer Volvo is attempting to "wait me out" until the 10 years has passed for the warranty since there is only two months left on the clock. I purchased this car used and took it to dealer on the very next day with these complaints. They indicated that the car received the recall service "software update" in 2006. They lied to me and told me that they could replace the etm but only after I paid them $600 to clean replace the pcv flame trap. The technician (sam escobar) literally told me, that if I would pay for the flame trap replacement, then he could get the etm replaced for free under warranty - that this "just had to be ruled out to satisfy Volvo hq. " I next took the car to northpoint Volvo and they cleaned the intake under the 10 year warranty but still refused to replace the faulty etm. They indicated that the flame trap did not need to be replaced in order to recieve a repalcement etm but that "Volvo corporate" would not approve a replacement etm - only a cleaning. Again I believe I am just being waited out. I also have taken the vehicle to an independent Volvo-authorized and certified shop (Volvo of gwinnett) who have told me that they are 100% certain that I have a failed etm but that Volvo will not reimburse them for the warranty work at all - that they only let their dealers do this work to minimize the # of replacements. Every day this car displays these characteristics and Volvo refuses to replace the clearly faulty etm. Am I going to have to get in a fatal accident and die before Volvo does the right thing?.

5 Vehicle Speed Control problem

Failure Date: 08/23/2010

This is a major safety hazard. Engine surged to approximately 2000 rpm while stopping for a traffic light, car was placed into neutral, car stopped and engine subsequently died. Engine was re-started and vehicle continued to operate with no caution/ warning lights visible. During attempt to drive vehicle on the following day, the vehicle would not accelerate beyond 20 mph. The performance reduced warning light was then visible.

6 Vehicle Speed Control problem

Failure Date: 04/02/2010

Computer reprogrammed 2 years ago and car is now "surging" forcefully when attempting to stop . Electronic throttle module (etm) identified as cause . Volvo refuses to cover under conditions of recall which requires replacement of etm . Reason for refusal , my car was found to be a " salvage vehicle" . In light of safety issues are they required to help me ?.

8 Vehicle Speed Control problem

Failure Date: 11/01/2008

My 2001 Volvo V70t has been lunging forward during low-speed driving maneuvers and has had vehicle hesitation upon acceleration. The dealership, nalley Volvo in atlanta has had my car for almost a month. Volvo was involved in a lawsuit which led to a recall . Recall campaign number:06v441000. My car received the software upgrade a few years ago but my symptoms are exactly what the recall was for. Volvo and dealer ship said until they receive a hard code they wont do anything except replace transmission or trade in my car for new one. Upon research I found many others having the same issue even car going into limp mode and also had the software update. I shouldn't have to wait until my car goes into limp mode while traveling on the interstate for Volvo to fix this defect.

9 Vehicle Speed Control problem

Failure Date: 10/09/2007

I own a 2001 Volvo V70 t5 and had an independent Volvo shop bring up code ecm 91a7 which is an ( etm ) recall and warranty issue . (carb) has increased an additional 10 years and or 200,000. Warranty on the etm. My independent shop erased the code but kept a print out of the failure. Power Volvo in cerritos California own mechanic and service manager agree that the etm is exhibiting all the issues with the etm concerns. North american Volvo can't warranty the module until it shows a code for the etm. They want me to drive it until it shows the code again. I do not want to drive it since NHTSA wrote that in certain traffic situations , this condition could cause an unsafe situation and possibly a crash.

12 Vehicle Speed Control problem

Failure Date: 05/30/2007

The contact owns a 2001 Volvo V70xc. The contact took the vehicle to the dealer because it was surging and hesitating. The dealer was unable to duplicate the failure. A week later, she decided to take the vehicle back and the dealer replaced the air hose. However, this did not correct the failure. She received recall notice number 06v441000 (vehicle speed control) from the previous owner of the vehicle. She contacted the dealer and they advised her to bring in the vehicle. The dealer stated that if the vehicle does not trigger the warning light, they will not replace the damaged part. The contact is concerned that they will not repair her vehicle. The manufacturer was contacted but denied assistance with the repair. The failure mileage was 98,788 and the current mileage was 180,000.

14 Vehicle Speed Control problem

Failure Date: 08/08/2006

I own a 2001 Volvo V70 <turbo> . . And have had repeated experiences with the vehicle either stalling while in gear and / or "surging" forward while at a stop with the brake pedal depressed . . . The vehicle has been brought to an authorized Volvo repair shop and to the dealer for these problems a minimum of 4 times upon the return of my vehicle to me <after having work done under campaign 155> the vehicle exhibited the same problems . . The most recent event having taken place on 08. 08. 06 at this most recent incident I had my two granddaughters in my vehicle and I believe that this event put all our lives in danger . . This is definitely a safety issue / hazard ! I <yesterday> placed a call to the dealership <bozzani Volvo in covina, CA> only to be given the "run-around" from jon, tony, and gloria . . . Jon burnham suggested that I let them have my vehicle to drive until the "problem" is duplicated . . Gloria masterly <a service advisor> said I should not take my car to my local Volvo approved repair shop . . . That I should have it towed to them, instead <which I have already had done <having it towed> both thru asc at no charge . . . And at my expense numerous times> tony rivas told me that he had to make a call and that he would get back to me . . . No one got back to me . . . Nor has anyone <as of nearly 12 noon, today < returned a call to me . . . I have been made aware of the existing <and well known> issues with the magnate marelli etm and am appalled at the devil may care attitude that Volvo is taking towards this whole affair I bought Volvo <this being our third> because of their reputation for safety ! I am now afraid to drive my car . . . And am receiving no assistance from any Volvo advisors or representatives I am nearly 80 years old . . And would hate to lose what years I do have left to an avoidable problem which may very well take my life <as well as others, possibly>.

15 Vehicle Speed Control problem

Failure Date: 06/02/2006

On 6/2/06 I was driving on the freeway ( at about 60 mph), and suddenly my car slowed down and I could not accelerate, fortunately I was in the right hand lane and able to exit the freeway and slowly move to the side of the road, a warning light was on stating" engine performance reduced". I turned off the ignition and waited a few minutes. I restarted the engine and the warning light was not on, however, I was very concerned and called the dealer and was told to bring the car in. The car was a little hesitant at first but I was able to drive slowly on side streets, to the dealer. He kept the car overnight and diagnosed a problem with the etm, he cleaned the etm and downloaded new software. It was $20 for the parts and $307. 00 for the labor! I have not had a recurrence of this problem with the etm. However, I have become aware of numerous complaints about this etm and spoke to the service department at my dealer, who had never mentioned it to me, and had never offered to check or clean the etm before this happened. He was aware of the etm failures. I asked about the extended the warranty Volvo has put in place on the etm but the dealer says that is only for service after the cleaning is tried once. This means I will have to have another dangerous failure of the system before they will replace and pay for the service! I feel that Volvo should have warned the car owners about this possible problem and should give the warranty to all their cars.

16 Vehicle Speed Control problem

Failure Date: 05/04/2006

On the way to an appointment my wife was driving our Volvo V70 t5 on a major highway when suddenly the car lost power and a message stating "performance reduction" was visible on the console. The car felt like it was about to stall at any minute and was only able to be driven at 20 mph. She was able to pull the car over to the hard shoulder but as she was about to enter a section where road works had removed any hard shoulder she decided to stop and call for help. We arranged for a tow truck to pick the car up and take it to our nearest Volvo dealer. When we arrived there and explained what had happened the first question asked by the service rep was "have you had the etm recall performed ?" I stated that we were not aware of any recall and had not received any letter from Volvo of north America. 2 days latter once the car had been diagnosed by the dealer it was discovered that it had been caused by an etm/ecm failure. The replacement part number was 30785453. I also spoke with Volvo of north America and was informed that there was no recall but a warranty extension on that particular part. I asked why I had not received a letter yet concerning it and was informed that they we still in the process of sending them out. Since then I have discover evidence that the letter was available since November 2005.

17 Vehicle Speed Control problem

Failure Date: 04/03/2006

I purchased a 2001 V70 xc in November 2004, with about 37k miles. It now has about 64k miles and yesterday (Monday, April 3, 2006) is when she took a dive. I had just returned from a 1200 mile trip early Monday morning. On Monday afternoon, I started on an errand; backed out of the driveway and drove about 100 yards to the entrance/exit of our subdivision. This happens to be a busy intersection and difficult at times to get out. I saw a small opening in the traffic and I gave the accelerator a pretty good push. . . . . . . And almost nothing happened. I just started creeping along at less than 20 mph. On inclines it was even worse. The first warning was "reduced performance. " I turned on the emergency flashers. At that point I was wondering how to get off this busy road and take a less traveled one to the repair shop. I got off the busy road and down the next hill, but not up. The engine was barely running and pushing on the accelerator didn't do anything. Next I backed/coasted down the hill and onto a side street, engine still sort of running. I decided to try shutting the engine off. It was difficult to restart, but eventually would with the same problems. I did this a couple of more times - start/ shut down and after a few more attempts, the engine started to run fine. I headed for my usual repair shop (franklin automotive) and they got about 12 throttle body errors and said I need to take it to the authorized Volvo dealer - royal Volvo. I am in birmingham, al. I took it straight there. The diagnostic cleared error messages. The "check engine" light was on and a "service engine urgent" message was present along with one other message that I can't remember. Royal Volvo updated the etm software, and reprogrammed the ecm as part of service campaign 155. Service advisor said that this should fix the etm problem and it should not require any additional service or need additional repairs. All this was listed under a Volvo recall and there were no charges.

18 Vehicle Speed Control problem

Failure Date: 03/27/2006

Failure of "electronic throttle module (etm)". Loss of power while driving with no advanced warning or other indication immanent failure. Car went into "limp home mode" which provides enough power for the vehicle to be driven, but because the engine management computer attempts to keep a fixed, somewhat above idle, throttle setting, releasing the throttle does not result in engine braking as normal for a manual transmission vehicle. Neither situation, loss of power or loss of throttle control, is acceptable and could cause an accident. The sudden loss of power nearly resulted in my being rear ended, luckily the driver behind me reacted quickly enough to avoid hitting me. The dealer installed new software in the etm in an attempt to rectify the problem.

19 Vehicle Speed Control problem

Failure Date: 03/16/2006

Electronic throttle module failed on 2001 Volvo V70 t5 at 75,400 miles. Failures of this component are common due to poor design of etm. Vehicle goes into "limp home" mode at unpredictable times. Most recent failure was as my wife was merging with traffic onto freeway. From 55 mph vehicle suddenly lost power and reduced speed to 20 mph in traffic!. My wife crept over to the shoulder and called a tow truck.

20 Vehicle Speed Control problem

Failure Date: 03/07/2006

The events leading up to the failure was a rough idle (vehicle would surge to 1100 rpm and drop to 500 rpm) while at a stop. The vehicle also stalled twice while idling in park. I contacted the Volvo dealership to make an appointment for service. On my way home from work the day before I was to drop the vehicle off at the dealership, the vehicle stalled in an intersection. There was a near collision due to the stall. I was able to restart the vehicle and drive it to the shoulder. I called the dealership and described the problem. I asked the service advisor if it would damage the vehicle if I would continue to drive it. He indicated that they could not make a recommendation. I asked them if they would tow the vehicle to their facility. They referred me to a private towing company. There was no answer to the phone number I was given. I decided to wait for the traffic to subside and drive to the dealership using secondary roads. I was able to keep the vehicle running by putting the vehicle in neutral and applying the gas pedal to keep the idle high whenever I approached a stop. When I was approximately 1 mile from the dealership, the gas pedal stopped functioning altogether. The check engine light came on as well as an emission service required message. I turned the vehicle off and restarted it. The gas pedal resumed working but the check engine light and emission service required message continued. I left the vehicle at the dealership (approx. 7:30 p. M. Ãâ¢ã‚ã‚ by this time they were closed). The following day, the Volvo service advisor informed me that the problem was related to the electronic throttle module (etm). I was told that there was an extended warranty for this part (10-years, 200,000-mile). The service included a cleaning of the part and reloading of software. After learning this, I searched the internet and found this problem was typical to this make and model. It is only a matter of time until your reports will soon show an increase in the injuries.

21 Vehicle Speed Control problem

Failure Date: 02/15/2006

I have a 2001 Volvo V70 xc wagon. The car was revving high for a while when shifting gears, I took it to the dealership, and they told me there wasn't a problem. About a month or so later the etm failed. I was being left stranded at freeway off ramps, and green lights when the car would suddenly die. It's a miracle I wasn't rear-ended! after a terrible experience trying to get the dealership to honor the etm warranty, (they only cleaned the etm they did not replace it-saying it wasn't bad enough!), a month has passed and now my transmission has failed! the dealership gave me a $5300 estimate for replacement as it is unrepairable! I took it to our regular mechanic, and he told me the transmission failure @ 70,000 miles happened because the etm wouldn't allow the torque converter do whatever it is a torque converter does, and that caused the oil to heat up and then the resulting transmission failure. He said there is no one around who will touch my transmission. I have to use a dealer to replace it. I am completely devastated and cannot afford to replace the transmission. The car is a lemon. It has almost caused me to be involved in accidents, and I'd really appreciate it if someone could contact me about what resources I have. You are welcome to test my car! I have read on the internet about others who are experiencing the same problems with their etms and then subsequent transmission failures. Please help!.

22 Vehicle Speed Control problem

Failure Date: 02/10/2006

We have experienced the "reduced power mode" on our 2001 Volvo xc70 numerous times between Dec '05 and Feb '06. The vehicle refused to go over 15 mph until the engine was shut-off and restarted. This occurred twice pulling out of our neighborhood onto a major road, entering the highway while attempting to accelerate to highway speed and while attempting a passing maneuver on the highway around 60 mph. In all situations, we were fortunate that someone was not right behind us (my wife and 2 small children) when this occurred, as the potential for an accident is very high. I took the vehicle to my local Volvo dealer, where they diagnosed a problem with the electronic throttle module (etm), but stated there was an extended warranty covering this component. However, instead of replacing it immediately, the "procedure" called for cleaning the etm and downloading new software. Only after this procedure was followed and that the event recurred (storing a code in memory), would they be allowed to replace the etm. I picked up the car the same night and again, when pulling out of the neighborhood, the familiar "reduced power mode" message was displayed. I do not see why if there is a potential for repeated failure, that Volvo would not replace the component immediately, since they are equated with vehicle "safety". The etm will now be replaced, but I cannot say that I will be any more comfortable with driving our xc70.

23 Vehicle Speed Control problem

Failure Date: 12/26/2005

Warmed up car for 2 minutes; drove 2 miles to drug store--let engine idle while wife in the store; drove . 1 mile and engine began acting very erratic! sputtering and stalling and no engine power car died into parking lot; very light traffic in midtown allowed me limp car to drop family at transit station and left Volvo at office . 3 miles away; after returning from vacation car ran ok--check engine lights still on + two urgent error messages. Dealership refused to replace etm despite the check engine light being on.

24 Vehicle Speed Control problem

Failure Date: 11/16/2005

During accelaration or a downshift to accelarate the on-board computer reads "performance reduced" and the car looses all power. You must pull over to the side of the road since the car looses all power and shut the car off. Once it is off for a few minutes you can start again and resume driving as normal. This has happened several times in the last few weeks. No repair has yet been made.

25 Vehicle Speed Control problem

Failure Date: 11/09/2005

When driving the vehicle, the following warning comes on the dash board "performance reduction". Car starts to shudder, slows down and does not respond when pressing on the gas.

26 Vehicle Speed Control problem

Failure Date: 11/09/2005

2001 Volvo xc70 lost power in evening traffic in early November and was unable to drive / was towed for repair that night and next day car started without incident at auto repair shop / repair shop ran diagnostics and was unable to identify a problem (at a cost to me of $119) / about two weeks later auto began to lose power again so I drove to another local repair shop / ran diagnostics and determined that etm throttle was cause of problem and suggested I have Volvo dealer do repair since part is expected to have warrant extended due to number of failures (at a cost to me of $79) / local dealer replaced part and would not address potential warranty extension (at a cost to me of $1200).

27 Vehicle Speed Control problem

Failure Date: 11/01/2005

Recently while driving 2001 Volvo xc 70 along with elderly mother from oregon to California had a very unpleasant experience that could have cost their lives. All of a sudden vehicle lost t power. Had to sit on a very busy freeway for 2 hours in 100 degree heat, and was unable to run the air conditioner or get out of the vehicle due to heavy truck traffic. The contact and mother were finally towed for 70 miles to the nearest Volvo dealer. They were told that electronic throttle module (etm) failed, a $1200. 00 repair. But they would fix the part at no cost to the contact because of California emission laws. When the contact got home he decided to do a little research into the matter, and discovered that Volvo was well aware of this problem ,but have never tried to fix it. In fact, the contact claimed that he was fortunate to break down in California or being stuck with a $1200. 00 repair bill because this showed that Volvo was dishonest about safety and design since the part replaced in California was simply more of the same faulty equipment that Volvo originally installed, and were now under investigation about it.

28 Vehicle Speed Control problem

Failure Date: 10/25/2005

I have Volvo V70 t5 wagon with reduced performance and unexpected acceleration and reduction of acceleration. The vehicle stopped on traffic and I was almost rear ended. The vehicle accelerated while entering the garage and causing damage to the body of the vehicle. Additionally, the climate control in the car stopped working. My dealer ed schmidt Volvo in perrysburg, ohio now saids that I need to replace my throottle module ($1300) and the processor for the climate control ($1400). I thank god that my young children where not near the garage when the car accelearted out of control. Please feel free to contact me. This car should not be on the road in its present condition.

29 Vehicle Speed Control problem

Failure Date: 10/24/2005

The contact stated vehicle was losing power while accelerating and would only go 15 mph. He would coast to the side of the road and turn the vehicle off and back on. This happened daily. He took the vehicle to the dealership, and the throttle box was replaced. The problem has not come back since the repairs. Updated 12/27/05.

30 Vehicle Speed Control problem

Failure Date: 10/22/2005

Since the car was purchased there have been rough start and rough idle issues and acceleration issues. The issues were raised to the dealer on three occasions all with no resolution. The dealer has now identified the issue as a failure in the etm after the service engine light came on and remained lit. Dealer quotes repair costs of $1,100.

31 Vehicle Speed Control problem

Failure Date: 10/22/2005

2001 Volvo V70xc check engine light came on and a warning signal stating emission system service required. I took it in to the dealer and the electronic throttle module and the accelerator position sensor was bad. These repairs were over $1100. 00 the car only has 55000 miles . I have read that these electronic throttle module systems can fail at any time and can be dangerous. . Thankfully I was able to go to the dealer right away. I am going on a long trip at the end of November so I elected to do the repair. The car was running ok when it happened . The warning indicator signal was the only indication of damage. It seems to me that this part should not be failing. For sure it should not fail this soon.

32 Vehicle Speed Control problem

Failure Date: 10/21/2005

Initially noticed erratic acceleration, then my wife was accelerating from a stop light and the vehicle actually lost acceleration and she was hit behind by a pickup truck. The dash readout showed the message "performance reduced". Our insurance paid for the $2600 in damages. Our Volvo mechanic determined that the problem was in the electronic throttle module and said that this was a fairly common occurrence in this year model.

33 Vehicle Speed Control problem

Failure Date: 10/19/2005

Faulty electronic throttle module needed cleaning and the mechanic fears it will ultimately fail, as he is seeing them fail at high rates at his Volvo garage. Car was surging and stalling at stops, and just stalling immediately after starting.

34 Vehicle Speed Control problem

Failure Date: 10/15/2005

My 2001 Volvo V70xc has experienced severe surging at cruising speeds and at low speed accelerations. Numerous times in a couple weeks the performance reduced warning light appeared during some of the surging episodes. One episode caused the car to stall. After restarting I made it home. Searching the internet I found many similar stories and lengthy discussions about the etm (electronic throttle module) problems. Due to the potential of complete failure and being stranded, I replaced the etm at a local dealer (the dealer recommended the etm replacement based on the engine history codes). The car now runs very well, but I'm skeptical because the same designed part has been installed that is troublesome.

35 Vehicle Speed Control problem

Failure Date: 10/13/2005

While being driven, the car continuously went out of gear, lost power and had to be pulled over to the side of the road. The throttle needed to be replaced. Car was out of warranty and after negotiation Volvo offered to pay 50% of parts and labor to replace the defective throttle.
