Vehicle to which this report refers is a 2001 Buick, Park Avenue ultra, 4 door, sedan. The VIN # is 1g4cu541414147784, with 20,724 miles. Shortly after purchase I noticed a slight separation in the drivers side seat belt latch. Since it did not pose an immediate danger I took no action to have it replaced. This month the belt became inoperative, came apart, and I had it replaced. This could pose a real danger to the driver if the there was an accident and the seat belt failed. The passenger side seat belt failed to retract, and seat belt interlock will not lock. Ninety percent of the time the front passenger seat belt will not unlatch. You have to pull and pull inch by inch until it releases. It is very slow in retracting and sometimes won't retract at all.

Consumer contacted dealer regarding recall no 00v117000/ manufacturer's recall 00039, dealer corrected the problem consumer noticed shoulder belt was locking when making any slight movement. The driver side seat belt is still does not retract.
The seat belts will not stay tensioned due to misshaped slot in the seat belt guide which allows the seat belt to double and jam during normal driving motions. This was corrected in the 1999 models by reshaping of the slot in the plastic guide. Buick customer service originally said there was a service bulletin to cover the problem, but now says this was an error. The dealer investigated possibility of putting new guide slot same as 1999 model, but sid could not be done. This is a constant road hazard due to inability to keep seat belts tight.
