As a result, the seat belt failed to retract and became jammed in the retractor. The failure recurred on numerous occasions. The vehicle was not diagnosed nor repaired. The manufacturer was notified of the failure. The contact was aware of NHTSA campaign number: 00v117000 (seat belts); however, the VIN was not included. The failure mileage was 72,000.

The contact owns a 2000 Buick Park Avenue. While parked, the contact attempted to extend the front driver side seat belt to but it would not extend. The front passenger side seat belt also would not extend. The failure recurred intermittently but with time, became progressively worse. The vehicle was taken to the dealer for diagnostic testing where the technician stated that the front driver and passenger side seat belts would have to be replaced. The vehicle was not repaired. The approximate failure mileage was 130,000.

The contact owns a 1998 Buick Park Avenue. The passenger side seat lap belt is locked in a position and cannot be pulled out to wrap across the passenger. Nhtsa campaign id number 00v117000 (seat belts:front:webbing) was referenced. The vehicle has not been diagnosed by the dealer. The failure mileage was 105,000.
The contact owns a 2000 Buick Park Avenue ultra. The plastic housing on the rear passenger and driver side seat belts cracked and failed the same day. The vehicle was taken to the dealer and they attempted to charge the contact for the repair. However, he refuses to pay for what he believes to be a serious safety issue and manufacturer defect. On 12/28/2005, the front passenger seat belt became stuck in the lower retraction system on our 1999 Buick Park Avenue. I assume the belt became twisted as it was retracting, but I am unsure. The failure & possible consequences for this seat belt failure would be the injury and/or death of a passenger in the front left passenger seat. I called our local dealer (giuffre Buick) & they said it would not be covered by the factory warranty since it is over 3 years old. To verify this statement, I contacted Buick corporate directly via email & they said the same thing. I did some further research via this site & found the following info under the odi defect investigation search: NHTSA recall campaign number 00v117000. Although the recall is for 1997 & 1998 it did mention the same type of seat belt failures on 784 out of 55,960 vehicles on model year 1999 vehicles. I forwarded the document to michael reetz, customer relationship manager, Buick customer assistance center, to which he replied - quote "thank you for contacting the Buick customer assistance center. We appreciate you taking the time to write us in regards to your further research into the concern with your seat belts. Information on third party websites in not always accurate. There is no recall for the 1999 Buick Park Avenue for your seat belt concern. " I agree, there is not currently a recall for my 99' Park Avenue, but I feel there should be.
Consumer stated that on 11/06/03 vehicle was involved in a head on collision in which he sustained injuries. When consumer's vehicle was hit head on consumer hit the post of the windshield, bounced back and was thrown forward. He hit head on the windshield. The seat belt never held him. Consumer sustained seat belt burns across the collar bone. About 2 years ago shoulder belts were repaired due to a recall.
Driver's seat belt has failed. It will no longer retract and must be replaced. This is a safety issue. I do not believe that a seat belt should fail.
Nar 06/19/2003. The passenger side seat belt could not be removed from it's receptable. The vehicle was taken to the service shop and the mechanic discovered plastic parts in the seat belt receptable had been grounded up. The consumer believed that there should be a recall for replacement of the seat belts if other Buick owners are having the same problem.
The passenger seat belt did not lock.
Seat belt retractor does not always work. Consume rhas driven three days last week without seat belts protection because retractor did not work. Dealer has replaced that part twice, but it did not fix the problem.
Driver's seat belt will not come out of unit on side of seat. Can't pull it out to use it. Contacted dealer who confirmed that something was wrong with seat belt. Consumer was referred to another company to replace seat belt, but seat belt still is not working.
I own a 1997 park Ave ultra with several recall repair issues the following were addressed by gm but not properly repaired: (faulty) abs system (with campaign code sticker) replaced abs system cuts out randomly causing changes in stopping distance (in severe braking situations the abs system has cut out on me getting off of the highway causing me to have to apply excessive pressure to the brakes just to come to a normal stop) front passenger seat belt replacement(no campaign sticker) middle rear seat belt anchor was never fixed or torqued to proper specified standards while in for repairs let alone addressed at all rack and pinion has multiple issues some due to age and miles but regardless the entire assembly is loose and bearings are shot the faulty recall repairs on my vehicle don't instill trust in gm's ability to repair my vehicle a second time.
Consumer's vehicle was having the very same problem as mentioned in recall 00v117000. He contacted the dealer and the manufacturer, and was told that there was no recall. The two front seat belts frequently began jammed in the shoulder belt retractor. This not only happen while initially buckling the belt but also occurred while driving leaving slack in the belt.
I brought the recall print out from the NHTSA # 00v117000 and the dealer said gm doesn't list my vehicle, but when you run the VIN my vehicle is included in the recall. I've have experienced problems with the passenger seat belt for years and it need to be fixed. The local gm dealer in the houghton lake, michigan area nester Chevrolet. Nester Chevrolet phone number 989-422-5126. My passengers can't get the seat belt to fasten because the retractor won't extend far enough to buckle the belt. This is a violation of the seat belt law in michigan not to wear a seat belt. I need your help!.
When trying to unlatch the seat belts on driver's and passenger's sides, the belts gets jammed and will not retract properly. The belts are also loose on the body, and are not tight enough.
Front passenger's seat belt has been on back order for over a month. Consumer is driving without a seatbelt due to this seatbelt defect. This can result in injuries in case of accident. Douglass motors 908 277 3300.
Passenger's seatbelt housing spring gets stuck, causing the seatbelt not to retract unless the occupant keeps pulling the seatbelt. But, it won't protect the occupant in event of an accident. Dealer replaced the housing 3 times. Dealer cannot determine the problem.
When leanning over the front driver's and passenger's seats, seat belt extends and then will not retract back after sitting up. Consumer states that the parts ordered from Buick are same as the original and are defective.

Consumer states passengers shoulder belt is inoperable, there are times when it cannot be pulled out of the mechanism, system will not lock or unlock, and will not release from retracting mechanism.
Center middle seat and rear center seat belts have too much slack in belt, which do not provide adequate protection to occupants of seat. Consumer consumer states center front and center rear belts are not consistently reliable, there have been occasions when they did not hold at all against resistance upon fastening, on other occasions they appeared to be tight but loosened during travel when shifting weight to relieve fatigue, slack in the belts sometimes occurs when weight is pushed against the side of the belt , the design of the male part of the buckle does not allow the buckle to lie flat against consumer's body, instead it stands away from the body at a 65 degree angle when engage in belt, the male part of the buckle has been replaced.
